据报道,今年为习近平撰写评语的是美国前驻华大使洪博培,他评价习近平是继邓小平之后最具转型色彩的中国领导人,风格稳重自信,促进中国在竞争高度激烈的国际市场环境中取得成功,获得全球思想领袖的广泛关注。
洪博培在评语中写道,习近平主要着力点在国内和谐,但世界要求中国参与到决策者行列。习近平在其执政期间,将成为中国第一位真正的全球领袖。几个世纪以来中国一直在为团结和凝聚力而奋斗。洪博培还指出,中国前进的道路没有中间路径,如果改革成功,中国将成为美国在21世纪最大的挑战和机遇。

Xi Jinping has emerged as the most transformational Chinese leader since Deng Xiaoping. His steady style exudes confidence while revealing little, capturing the attention of thought leaders worldwide.
His existential crusade to promote the country’s success in a hypercompetitive global marketplace is born of his formative experiences with a China in shambles. Xi is determined to break the sclerosis that threatens the ruling Communist Party’s grip on power, but he is relying on the politics of intimidation to do so.
While his preoccupation will be domestic harmony, the world will demand China’s participation at the table of decisionmakers. During his decade in office, Xi will become the first truly global leader to represent a country that for centuries has struggled with cohesion and unity. As China embarks on a period of renewal, the role of Xi Jinping, its new President, is central. Each of the five generations of leaders since the founding of the People’s Republic of China has represented a particular aspect of the Chinese experience. Xi’s is that of the children of those Chinese who traversed the purgatory of the Cultural Revolution. He found his own life disrupted, as he was sent to the countryside for seven years.
Xi is convinced his generation’s hardships gave it the strength to face the challenges of adapting China to the consequences of its success. He has put forward a sweeping reform program designed to move millions to the cities, streamline bureaucracy, reorient the economy away from state-owned enterprises and fight corruption.
In foreign policy he has posed a key question, Can two great, partially competitive countries substitute cooperation for conflict? The answers of both sides will determine the world’s future. Based on my meetings with Xi, his answer will be both thoughtful and forceful.

As Vice President of China, Xi is considered the most likely candidate to assume the country's presidency in 2012. You can already feel the Chinese system starting to flex as it prepares to make way for him. Xi, 55, comes from a clique in China known as the princelings, since his father Xi Zhongxun — a Long March hero who was banished during the Cultural Revolution, before returning to press China's reforms — was once powerful. But to label him so narrowly is an error. Xi's own experiences as a provincial leader and his firm politician's instinct suggest that he is trying to knit the interest groups of China's ruling Communist Party into something capable of executing the difficult political and economic reforms that have become essential. The running joke in Beijing is that anytime there is a potentially nasty task, Xi gets it: the Olympics last summer, and now an urgent new working group on social stability.
Xi, who is best known to many Chinese for his singing-star wife, does let the mask slip from time to time. In Mexico this February, he lost patience with anti-China feeling and said, "Some foreigners can't seem to mind their business and sit around complaining about China." But he carefully flavored the complaint as a joke, which let some of the pressure out. The politician's instinct, it seems, is always at the ready.

During the Cold War, scholars would analyze new Russian leaders for clues that they might open up their political system. If they liked jazz and scotch, they were deemed pro-Western reformers. The guessing game has shifted to China and Xi Jinping, 57, who will likely be appointed President in 2012.
You can make the case that Xi has reformist impulses. His father, once a comrade of Mao Zedong's, was purged three times. Xi is an engineer, like most of China's leaders, but he also has a law degree and a breadth of knowledge that many of his colleagues lack. His wife is one of China's most famous singers. His daughter is at Harvard. Who knows? Maybe he even likes jazz and scotch.
The limiting factor, however, might not be his intentions but his power. For the past 40 years, as the strength of the Chinese nation has risen, the power of its top leader has declined. From Mao to Deng Xiaoping to Jiang Zemin to Hu Jintao, each supremo has wielded less power than his predecessor. Whatever Xi's views, he might not be able to impose them on his country. And that, in a sense, is political progress for China.

The past 20 years have been a golden age for China, a time when it built shining cities, lifted millions out of poverty and strutted its stuff as the new century's anointed superpower.
But the China that Xi Jinping, 58, will lead when — if all goes to plan — he becomes China's President in the fall is also a fretful place. In coming years, its economy will probably not grow at the pace that Chinese have come to expect. And the extraordinary fall of Bo Xilai, the Chongqing party secretary, has shattered the carapace of political stability that the Communist Party has been at such pains to polish since 1989.
Can Xi steer his nation to be less defensive abroad and less dependent on a creaking economic model at home, all while maintaining party rule and a confined political life? Some doubt it. Xi is the modern Chinese establishment personified, the son of a colleague of Mao Zedong's and the husband of Peng Liyuan, one of China's best- known singers. But perhaps it is those who know China's structure best who will be able to find the flexibility to cope with the changes that are surely coming.

除习近平外,“微博女王”影星姚晨、腾讯公司总裁马化腾、阿里巴巴集团创始人马云也入选《时代》。在对姚晨的评价中,提到她曾在微博上引用索尔仁尼琴的话“一句真话能比整个世界的分量还重”。环境保护方面作出的努力,让马云继2009年之后再度入选。
美国大规模监控窃听计划揭秘者爱德华·斯诺登也入选,并被评价为“流亡的叛逆者”,认为这个电脑天才选择做一件正确的事而非可以让他赚很多钱的事业。此外,在香港工作期间怀疑被虐受伤的23岁印佣艾维亚纳也因“勇于发声”入选。
自2004年以来,《时代》至今已连续11年评选100位年度全球最具影响力人物,评选方式由《时代》先提名,经全球网友票选,最后由其编辑部依据领导人、艺术家、偶像等类别评出。开评第一年,时任国家主席胡锦涛和国务院副总理吴仪入选。2006年,时任国务院总理温家宝入选。

习近平入选《时代》人物因个人能力和中国地位
中国人民大学国际关系学院副院长金灿荣昨天接受京华时报记者采访时认为,美国前驻华大使洪博培对习近平的评价很有水平,用“稳重”“自信”形容习近平很准确。
金灿荣认为,十年之内中国GDP很可能赶超美国成为世界第一,因此习近平在任期内或将有一个此前几任中国领导人未曾有过的身份,即“世界第一强国的第一领导人”,但正如评价中点到的问题,中国需要进一步改革,下一步任务还很重,需要提高经济效益、促进社会分配公平、让国家治理更现代,并协调好与世界各国的关系。
在担任国家副主席期间,习近平就已3次入选《时代》年度影响力人物,金灿荣认为这是美国通过各种信息评估,认为习近平能力强,并将成为新一代领导人。习近平去年出任国家主席后,从中国当前的国家地位和发展势头而言,习近平无疑“够分量”上《时代》,今年再度入选,也体现对其一年多来执政的肯定。
金灿荣提到,《时代》榜单的全球关注度和权威性,一方面来自于其自身的“百年老店”效应,另一方面与美国的地位和影响力有关。金灿荣认为,由政客评价入选的各国政要的这种“同行评议”更具专业性,且评价者往往与被评价者有个人联系,从而使评价更全面。

美国《时代》周刊最新启动的一年一度的100位“全球最具影响力人物”评选,于北京时间今晨公布“全球最具影响力人物”的200名候选人名单,包括国务院副总理王岐山、重庆市委书记薄熙来、百度总裁李彦宏在内的多名中国人成为候选人。

《时代》从2004年开始每年评选100位“全球最具影响力人物”,按照“领导人与革命家”、“创业者与企业家”、“科学家与思想家”、“英雄与偶像”以及“艺术家与娱乐界人士”五大项目,选出当年全球在各行各业引领风潮的百位最具影响力人物。
在2010年的《时代》“全球最具影响力人物”候选人名单中,美国总统奥巴马、美国国务卿希拉里、日本首相鸠山由纪夫、新加坡前总理李光耀等政坛人物纷纷上榜。
企业家方面,比尔·盖茨和夫人梅琳达不出所料地成为候选人,而近来受“召回门”困扰的丰田汽车总裁丰田章男的名字也出现在名单中。

入主重庆薄熙来打黑深得民心
